Yes, with an Artisan or Brand license. The Personal license covers private use only.
Are there royalties on sales?
No. Zero royalties. You pay a fixed price per pattern, not a percentage of your sales.
Can I redistribute the pattern files?
No. The license covers garment manufacturing, not redistribution of digital files (PDF, DXF, SVG).
